A native of Frederick, Maryland, Mr. Disque was awarded a Bachelor of Arts degree, with distinction, from the University of Virginia in Charlottesville, Virginia, and earned his Juris Doctor (J.D.) from the Washington and Lee University School of Law. In addition to the general practice of law, with an emphasis on family law, civil litigation and mediation, Carl is proud of his civic volunteerism, including current and former non-profit board of director service. Carl has served on the Board of Directors of the Washington County Bar Association, and as a member of the Maryland State Bar Association’s Judicial Appointments Committee. Currently Carl serves on the Board of Directors of the Washington County Chapter of the American Red Cross, and of the Barbara Ingram School for the Performing Arts Foundation.

Mr. Disque is the volunteer Founder/ Event Chair of the City of Hagerstown's annual Western Maryland Blues Fest, an annual 4-day music event celebrating one of America’s most enduring musical forms – the blues. In 2014, Blues Fest will achieve its 19th anniversary. It has become one of the East Coast’s significant blues festivals. As a result of his organization and founding leadership of Blues Fest, Mr. Disque became the inaugural recipient of the Hagerstown-Washington County Chamber of Commerce’s “Distinguished Community Service” award. The City of Hagerstown recognized Mr. Disque’s 10-year volunteer service to its Preservation Design District Commission, as well as his formation of Blues Fest, when it named Carl as the City’s “Volunteer of the Year” in 1999. Mr. Disque is an active member of the Rotary Club of Hagerstown-Sunrise, and is a Paul Harris Rotary Fellow.

Mr. Disque especially enjoys swimming, history and music. A saxophonist since the age of 8 or so, in his spare time he performs with jazz and blues combos throughout the greater metropolitan MD/DC/Northern Virginia region.

As an attorney, Carl enjoys “helping clients solve their legal blues."
