A native of Frederick, Maryland, Mr. Disque was awarded a Bachelor of Arts degree, with distinction, from the University of Virginia in Charlottesville, Virginia, and earned his Juris Doctor (J.D.) from the Washington and Lee University School of Law. In addition to the general practice of civil law, with an emphasis on family law, civil litigation and wills and estates, Carl is proud of his past civic volunteerism, including his service on numerous non-profit boards (San Mar, Inc.; Red Cross of Washington County; Barbara Ingram School for The Arts) and, notably, with the City of Hagerstown (PDDC/Historic District Commission). Carl has served on the Board of Directors of the Washington County Bar Association, and as a member of the Maryland State Bar Association’s Judicial Appointments Committee.

 

In 1995, Mr. Disque conceived the idea for the City of Hagerstown's annual Western Maryland Blues Fest, an annual multi-day music event celebrating one of America’s most enduring musical forms – the blues. As a result of his organization and founding leadership of Blues Fest, Mr. Disque became the inaugural recipient of the Hagerstown-Washington County Chamber of Commerce’s “Distinguished Community Service” award. In 1999, the City of Hagerstown also recognized Mr. Disque’s 10-year volunteer service to its Preservation Design District Commission (Historic District Commission), as well as his formation of Blues Fest, when it named Carl as its “Volunteer of the Year”.  After guiding Blues Fest through its formation and 22 successive annual iterations as one of the East Coast’s significant blues music festivals, Mr. Disque concluded his volunteer leadership of Blues Fest in 2017.  

 

Mr. Disque also especially enjoys swimming, history and music, and, having begun private musical instruction on the saxophone at the age of 8 or so, in his spare time he publicly performs gospel jazz, blues combos throughout the greater mid-Maryland region, including weekly in the praise band of his church. A creative problem-solver, Carl finds his professional reward as an attorney in “helping clients solve their legal blues."
